For those not familiar with Army-Navy rivalry it may seem hard to believe that the tune is about the Army-Navy FOOTBALL game!
The tune was written at the Naval Academy in 1906 for the graduating class of 1907 by the Bandmaster - Lt. Zimmerman. A. H. Miles, a midshipman, wrote the first 3 verses. The last verse was written in 1926 by a then-midshipman, R. Lovell.
